The Commonwealth Government has invested significant resources to the establishment and maintenance of facilitator, coordinator and community support networks as part of the first phase of the Natural Heritage Trust (NHT). Phase 1 of the NHT has been completed and the NHT Extension Phase (NHT2) is about to commence.
The Commonwealth Departments of Environment Australia and Agriculture, Fisheries and Forestry - Australia have engaged Hassall & Associates from October to December 2002 to evaluate the facilitator, coordinator and community support networks.
The evaluation considers the effectiveness of the networks against their intended roles and their contribution to the overall achievement of the NHT objectives. The evaluation also considers the effectiveness of different delivery arrangements and lessons for future delivery. The evaluation covers a selection of NHT programs that have support networks. The Commonwealth also sought the evaluation to specifically consider how the Indigenous Land Management Facilitator (IMLF) Network had contributed to Indigenous communities and landholders accessing and participating in the NHT processes and programs.
The networks consist of 685 facilitators/coordinators that have that official title. By definition, this excludes a range of people employed as 'NHT project managers/officers' who may have some degree of a 'facilitator/coordinator' role. The Commonwealth contribution for the facilitator/coordinator networks has been in the order of $32 million per annum.
